A unifying treaty might be a huge stretch - I'll settle for regional strategy.

It's absolutely idiotic for anyone to think of DEQUINDRE road as a boundary for empire building, with different political ideology, on either side. It's Michigan.

All around the country people are waking up to the immense urgency of protecting their drinking water. It is no longer ""infinite"" and ever present. It's under attack.
The sad thing , everyone knows it, yet our government wastes money on other things.

SouthEast Michigan can , and should, stop the use of combined sewer systems. Allowing rainwater to inundate and overwhelm the sewage pipes has to end. One system for stormwater - and a separate system for toilet water. The toilet water gets cleansed, purified, treated and released back to nature as "pure" as possible.

OAKLAND COUNTY has not evolved, maintained status quo, and is behind the times.
There is blame to be laid at the feet of LBrooksP, halting environmental progress forward.

Lincoln Park ordered sewer separation back in the late 70's.

The Supreme Court and MDEQ went after Port Huron.
Why can't the same happen for Oakland County ?

Port Huron had a $139 million dollar project
regarding Combined Sewer Overflow Control.
They installed a second sewer in the neighborhoods
to direct sewage to a wastewater plant without discharge to rivers.
A total of 2,388 acres of the 2,400 acres are now
served by separate storm and sanitary sewers.
Port Huron replaced 61 miles of watermain,
reconstructed 79 miles of street, and installed 93 miles of sewer.

Where are the fines, who pays them and who enforces the law ?

Under its authority, where the MDEQ has become aware of chronic SSOs, the MDEQ has taken enforcement actions requiring corrective measures to address the SSOs and their causes. Recently, the MDEQ entered a settlement agreement with Clinton Township that required a multi-million dollar corrective program and the payment of $250,000 in penalties for past illegal discharges. More recently, the MDEQ has become aware of additional SSO discharges.
Oftentimes, the MDEQ is not aware of the occurrence of SSOs, as they are illegal and often not reported to the MDEQ by the municipalities. It is the intent of the MDEQ to expand efforts to identify and address these currently unknown SSOs.
