Hopefully it is "tear that [[demo fence) down", and sell the building to someone who doesn't squat on investment properties.

The bottom line is that the two options for historic buildings should not be 1) rehab or 2) tear down. They should be 1) rehab within a certain amount of time or 2) sell it within a certain amount of time or the city takes it over for nothing. No more of this sitting on vacant buildings while they rot away or get destroyed by scrappers/vandals, hoping that they increase in value at some undetermined point in the future.

You mean see the forest through the trees? We don't do that in Michigan on a lot of problems but this one does seem extremely obvious. After decades of decay and demolitions if we are going to continue on the path of using a system that rewards "investors" to never improve a property in the slightest effectively freezing the tax due, then it would only make sense to strictly enforce codes and tie the enforcement to the taxes wouldn't it? For some reason Lansing decided to skip the last part.
