Sometimes it came in the form of a report from the consulate in the country of death, too. Some of those are on Ancestry, as is various era's of Ontario Vital Stats.
By 1925, Michigan was well into general compliance in all counties and locales for vital stats.
The law existed since 1867, but it wasn't strict in the earlier years. I do believe in that day, some might get missed, but in the case of drowning, that would be odd.
