I spotted this rendering by the architects Macintosh Poris, via the DeadlineDetroit article, showing it enclosed. Seemingly it will be all season, sort of like Fountain Bistro on Campus Martius.

i read in the article that yes, it will be all season, and that it can be opened up significantly during the spring and summer months
