Since only Congress can declare war, bombing is an act of war, and a president can only execute Congressional legislation, it is up to Congress to do something or not about the IS. It is hypocritical of Republicans to criticize Obama for violating his oath of office by making his own laws and then demand that he do so. Maybe by the time he gets back from his golf trip, Congress will have some direction and instructions for him regarding warring with the IS.
