West Jefferson Avenue Bridge over the River Rouge

Is the West Jefferson Avenue Bridge still closed? This is the one that was seriously damaged in May when a tender lowered the bridge onto a ship.
Is the Fort Street Bridge over the River Rouge also closed at
this time? It was being repaired this summer.

I read somewhere that it won't be replaced until 2015

It is probably stuck in litigation. Drunk bridge operators and damaged boats/bridges won't be easy to settle who owes to have it fixed? The County? Its insurance company?
