    To be fair to the OP, the original post stated "are there or were there", implying that a reference to the past was just as acceptable as the present.

    In order to revolve, I would think the design of the building should be round-or at least the top floor. That pretty much excludes every building downtown save the Westin/Marriott RenCen. The Hyatt & HI Southfield revolved at one time, but aren't downtown.

    OP brings up an interesting topic, though. Other than RenCen and Stouffer's Top of the Flame, were there any other "restaurants with a view" atop any other buildings downtown? IMO, Roostertail doesn't really qualify as "downtown", but that's arguable.

    Past: Top of the Pontch, Savoyard Club
    Present: Potbelly's, the Marriot also has another dining room on its lobby level that overlooks the River, can't recall its name.

    42 Degrees North is/was the name, but they only use it for special events now. Volt, is in the actual lobby/check-in area, and while you can see the river, it's got a better view of the parking structure next door.
