    If you follow that line of reasoning to its conclusion, you would have to say that the citizens are costing more than they are contributing and maybe the best thing is to encourage all the citizens to leave. Then the corporate taxes and the commuter income tax can pay to have a smaller police force to patrol and empty city and protect the office buildings. No need for schools, no need for most EMS, very little need for fire.

    And you must add to that the obvious question:

    If residents are covering 5% of annual revenue, how much are they consuming in annual expenses?
