Interesting point. So it is kind of a chicken/egg question. The citizens share of revenue is small. On one hand, you could say that the residents aren't the ones paying for city services. On the other hand, you could say that when citizens are only covering 5% of your annual revenue, them maybe we need to stop losing citizens.

If you follow that line of reasoning to its conclusion, you would have to say that the citizens are costing more than they are contributing and maybe the best thing is to encourage all the citizens to leave. Then the corporate taxes and the commuter income tax can pay to have a smaller police force to patrol and empty city and protect the office buildings. No need for schools, no need for most EMS, very little need for fire.

If residents are covering 5% of annual revenue, how much are they consuming in annual expenses?
