That's an interesting observation. So if Detroit had more building materials and broken appliances discarded in alleys, there would be less of a scrapping problem? Hmmm. How can we make that happen?
Scrapping a structure that is to be torn down is stealing from the entity that is paying for the teardown. The price of teardown is ameliorated by redeeming salvageable goods like copper. This was pointed out to us last night by a city council member reviewing losses due to scrappers impacting teardown costs for a city owned structure.
"They are stealing from all of us," he said.
