Now, imagine what happens when one writes a contract that stipulates impossible timelines based on arbitrary made-up bullshit, and does nothing to work with the neighborhood group in an affirmative fashion, i.e. wait for the appropriated money to show up from Washington.

This project was designed by DEGC to fail from the get-go. It never had a chance.
