So WHO owns the now vacant lots in Detroit? Can a homeowner next to one buy it from the city for a fair price or are they just sitting there empty and owned by the city with no plan for sale?

Agreed, but the realities are probably that no one has the economic means to tear it down and recycle it. It was built at a time of great wealth, resources and optimism and in 1903-1940's dollars....
