East Jefferson Waterfront

It seems that after many years of lying derelict the River Plaza apartments near Indian Village are being fenced off and maybe in the process of demolition. I can't imagine anyone ever wanting to live in this ugly building even when it was new. Is this part of the mayor's plan to get rid of commercial blight or redevelopment of some kind? I would also be curious if anyone knows what is going on with the Whittier waterfront building adjacent to the beautifully landscaped Henderson Park.
