<div>I came across the following colorful description of 1823 Detroit while researching its writer <a href="http://en.wikipedia.org/wiki/Orlando_B._Willcox" target="_blank" rel="nofollow">Orlando Willcox</a>, a native Detroiter who along with Alpheus Williams was the most illustrious Detroit General in the Civil War.<br />
<br />
I found it amusing how it echoed complaints of the so-called 'hipsters' coming into Detroit today that have arisen on this forum a few times.  Instead of hipsters it was the 'Bostonians' a catch-all for the stern easterner arrivistes who contrasted with the fun-loving French inhabitants. <br />
<br />
I thought the following extended quote captured both the flavor of Detroit and the anxieties of change. To me history does not repeat, but human nature does.<br />

See a long pirogue, or more ample Mackinaw boat - perhaps a little fleet of them in a single line, manned by voyajeeurs, or courreurs de bois, and loaded with packs of peltries. The oarsmen have fitted out at Mackinaw, to appear in style at Detroit ... Each garcon has a sash around his waist, and pulls a red oar. They keep perfect time - and it is joyous quick time - with the notes of a French song which was chanted in France a century ago.<br />

Ah! that was a happy time for everybody. Our little community was not yet divided on the question of Bibles in schools, or wine on the side-boards. Slavery was little talked of, and as for disunion - the mere word was considered, by the veriest Kenuck, as a profanation of human language.<br />
<br />
But as settlers from New England began to thicken among us - Bostonians they were indiscriminately denominated - it gradually came to light that our lively little community were scarce a grain better than the wicked, nay than the very heathen; witness the fiddling and dancing on Sunday evenings (and pleasant Sunday evenings they were deemed by us, in our dreadful ignorance), wherever there was any little neighborhood of French people - on the great wide porch, or beneath the trees on the grass; or, if in the house, with the doors and windows thrown wide open. <br />
<br />
And there were the prettiest and most mischievous-eyed French girls, dancing away for dear life with the good-looking, frank-mannered voyajeurs, or courreurs de bois, in their red, yellow, or green sashes, long black hair, and blue calico shirts. Such abominations attracted the &quot;growing attention&quot; of the strict sober-sides from the land of Jonathan Edwards, as he passed these dens of Apollyon, on his way to the place where prayer was wont to be made. <br />
<br />
Then was there not racing to church the year round, and racing home again? And were there not regular trotting matches on the afternoons of the great days of the church, which brought the people in from the country, up and down the river? <br />
<br />
Especially, was there ever anything like it in the winter season, when the wicked river would even wink at these atrocities by freezing over, so that nothing was seen on Sunday afternoons but carioles turned up in the front, in a curl like a skate, gliding, or rather flying, over the ice, two and two?<br />
<br />
 The little Canadian ponies held their tails up in the air like banners, and their noses protruding into the clouds, or snorting between their legs - they trotting like made, while the garcons whooped like Indians, shouting, whey! avance! arriez! ever and anon stealing a flashing kiss from the bright demoiselles at their sides.<br />
<br />
Then on Easter morning, was not the church-yard of St. Ann's fairly riotous with boys cracking painted eggs? Nay, in the same precincts, were not idolatries frequently committed? <br />
<br />
Was not the Host carried in procession by chanting Jesuits and nuns, to a high mound called Mount Calvary, where there was a huge cross , and beneath which lay the tomb of our Savior? Doubt not that these abominations smelt in the nostrils of the sons of the Puritans.<br />

<div>So it is being reported across local media.  The 1500 number was cited on WDET.  The Detroit news puts the number at 'about half' of the current force of 2700.<br />
<br />
The offer seems very generous and no doubt it would they would be warmly welcomed.<br />
<br />
My question is, if this is not working why not instead give a similar offer to the cops who are staying in Detroit now? Work on keeping what you have. Hopefully there is one.  Otherwise it seems to be rewarding those who left / never lived vs. those who are there making a difference.<br />

			Here's how the program works: Nonprofits and the Detroit Land Bank use federal money to fix homes in Boston Edison, East English Village, North Rosedale Park and Green Acres.The homes are then offered to police and firefighters living in the suburbs, who can qualify for up to $25,000 in forgivable mortgage loans.<br />

A similar deal recently was extended to all other city employees, who can get up to $15,000 in mortgage help.<br />
<br />
The mortgage assistance comes from private banks, and participants pay normal property tax rates. More than 100 non-public safety employees have started the buying process.<br />

			 Detroit groundskeeper, who turned in a loaded handgun he found hidden in weeds while working, was fired by the Wayne County Department of Public Services, MyFoxDetroit.com reports.<br />
John Chevilott, who is just two years shy of retirement, found the loaded snub-nosed revolver on May 3 when he and his crew were mowing a lawn in Wayne County. Chevilott secured the gun, waiting for police to drive by so he could hand it over to them.<br />

But, according to the station, the Detroit police never did pass by, so Chevilott finished his work that day, drove the gun home and later that same evening turned it into his local police department.<br />
He says the cops ran the gun and discovered the weapon had been stolen from St. Clair Shores in 2005.<br />
&quot;They said I did the right thing getting it off the street,&quot; Chevilott told MyFoxDetroit.com.<br />
However, Chevilott's superiors at the Wayne County Department of Public Services had a much different opinion. His foreman, who had knowledge of the situation, was suspended for 30 days, and after 23 years on the job, Chevilott was fired for violating department policies.<br />
According to a Wayne County spokeswoman and the rules, employees aren't allowed to possess a weapon on work property.<br />
Chevilott says he didn't bring a weapon to work. He found it on the job.<br />
&quot;There is no policy. I've never seen a policy what to do if we find a gun out here. So, all I did was secure the situation to make sure nobody else got hurt or killed.&quot;<br />

<div>A citywide coalition is preparing an ordinance for Detroit Council consideration that would allow willing neighborhoods to assess a fee on property owners to supplement services their government is struggling to provide: crime prevention, snow removal and mosquito abatement.The ordinance, according to Karen Johnson Moore of the Grandmont Rosedale Neighborhood Development Corporation, would allow neighborhoods whose residents approve to hire private contractors for those services while potentially boosting city revenue through a likely increase in property taxes.<br />

While the coalition includes residents from some of the city's healthiest areas, many of whom already pool voluntary resources for private security, the ordinance will allow any neighborhood with willing residents to form a special assessment district to pay for a supplemental service-level of their choosing.<br />

Went there this last Saturday and my jaw dropped. I cannot believe how big of an operation it is and how many people were there. I remember hearing that it was the largest open market in the country and after seeing it, I do not doubt it. It just goes on and on. <br />
<br />
If you have never been, make a point to pick a good sunny day and go down and check it out. I will be visiting many, many more times.</div>
