Rivertown

A shell game with speculators took place after casino gambling in Detroit was approved in a statewide vote.  At first the city said that the suitors had to develop in depressed downtown area.  Then citing high costs of acquisition, the city chose the near riverfront area leaving hand rubbing speculators crying in their beer.
